The action begins when Roberta, a retired U. S. Marshal and her police dog, Rhino, discover the body of a murder victim who is a popular investigative news anchor and reporter. The plot soon draws humans and the canine hero into the depraved bowels of the Chicago underworld. Roberta's shrewd investigative skills and Rhino's keen instincts expose a debauched plot running through the social and political fabric of the city up to its highest representatives. Roberta has a vested interest in solving this murder and another murder linked together by circumstances that involve human trafficking and political intrigue. The plot draws Roberta into a personal situation that she never could have imagined which puts her own life at risk.
